ISALAB, a setting and a new ambition for the ISA BTP

An iconic building of the Cœur de Campus (Heart of the Campus) project in Anglet, led by the Communauté Pays Basque, ISALAB will welcome engineering students of the Institut Supérieur Aquitain du Bâtiment et des Travaux Publics (Aquitaine School of Building and Public Works) (ISA BTP) in the new academic year of 2022. This begins a new stage in the creation of a hub of excellence around construction and sustainable development. 

This new building will help the Pays Basque to achieve its objective of having over 10,000 students and becoming the second largest training centre for engineers in Nouvelle-Aquitaine by 2025. Work on ISALAB is now entering the final phase, and next year the building will welcome the engineering students of the Institut Supérieur Aquitain du Bâtiment et des Travaux Publics (ISA BTP), who for one more year will share their facilities with students from the university campus of Montaury at Anglet. It will also accommodate the teaching and research staff of the SIAME and LFC-R laboratories and their associated university chairs (see elsewhere). In the meantime, this School site offers an ideal background for the future engineers of the School!

“Great scope for growth” 

“ISALAB will definitely meet the ambitions and needs of the ISA BTP”, the Director of the establishment, Christian La Borderie, says happily. “Our School is still young – it was founded in 1996 – and it has great scope for growth. For some years now, its fame has spread far beyond the borders of Nouvelle-Aquitaine. This new building, in addition to its educational interest, should enable our ‘citizen’ engineers, who are mainly involved in humanitarian sites, to find the place they are seeking in civil society.”

We must highlight the fact that, in its report of this year, the Commission des titres d’ingénieur, an independent body that awards engineering qualifications and is responsible under the law for evaluating all engineering training, praised the merits of the ISA BTP. “An excellent School, modest in size, spearheading the university of which it is a part, and which has positioned itself as the uncontested leader in its Region, especially with building and construction companies, well established and recognised by its peers,” were her words.

ISALAB is part of the Cœur de Campus project, led by the Communauté Pays Basque and co-constructed with the University of Pau and the Pays de l’Adour (UPPA), thanks to a partnership agreement signed within the framework of the 2015-2020 State-Region planning contract. It illustrates the desire of the Communauté d’Agglomération to develop higher education and research in its area.

The campus is also set to get its Agora

This vast project, with a total cost of 20 million euros - the Communauté Pays Basque is contributing to the tune of 5.25 million euros (1) -, has already seen the students’ house delivered in 2020. This allows the students on campus to have the benefit of a multi-storey car park, and special spaces dedicated to catering and to cultural and sporting activities. As contracting authority, the Communauté d’Agglomération manages and finances part of the construction of ISALAB. Its delivery in 2022 should be made alongside that of the Agora, a large space intended as a purpose-built meeting place for all users of the university campus, the Arkinova technology park, the Nobatek/Inef4 research centre, the Fédération Compagnonnique (Craft Federation) for the building professions and Cantau High School. This goes far beyond synergy and marks the dawn of a whole ecosystem around sustainable construction and development!

The 5000 m2 building designed by architect Patrick Arotcharen meets the dual objective of optimal comfort for its occupants and exemplary energy efficiency. “Major research took place at the design phase to find effective and uncomplicated solutions in terms of thermal comfort, heating and air conditioning,” explains Hélène Carré, lecturer at ISA BTP and Vice-President of UPPA with responsibility for heritage. The building will be equipped with heat pumps, via geothermal wells. The ground temperature will be used for heat in winter and for cooling in summer. Other benefits of the building’s design include a night-time ventilation system and directional sun protection. A solar power centre will also be installed on the flat roof.”

Planned increase in numbers

The delivery of ISALAB will make it possible to considerably increase student numbers at ISA BTP. The School currently trains around sixty engineers per year and aims to increase this to around 80 within three to four years and to one hundred by 2030.

“The quality of the students we recruit is very high as we are recognised as one of the Schools recruiting at the highest level on Parcoursup,” says its Director. “We are also very highly positioned in terms of student outcomes. On average one out of two students across all engineering Schools signs a contract before they graduate. For us it is almost 80%! We can therefore increase numbers without any sacrifice to the quality of the training.”

The ambitions of the Communauté Pays Basque concerning the university campus of Montaury will not stop there.

The research activities of ISA BTP

 In addition to its 250 students trained over five years, ISA BTP also welcomes teams of teaching and research staff who perform research activities in the two SIAME laboratories (Applied Engineering Sciences in Mechanics and Electricity), specialising in civil and coastal engineering, and LFC-R (Laboratory for complex fluids and their tanks), aimed at electrical and mechanical engineering. It also houses three partner chairs of architecture and physics for city planning, high performance wave simulation and carbon sequestration. As well as a Matter'up chair (design and use of materials with low carbon footprint for sustainable construction). 

Ce nouveau bâtiment aidera le Pays Basque à relever son objectif : franchir le cap des 10 000 étudiants et devenir le 2e pôle de formation d’ingénieurs de Nouvelle-Aquitaine à l’horizon 2025.  L’ISALAB, dont les travaux entrent dans leur dernière phase, accueillera dès la rentrée prochaine les élèves ingénieurs de l’Institut Supérieur Aquitain du Bâtiment et des Travaux Publics (ISA BTP), qui partagent pour un an encore leurs locaux avec les étudiants du campus universitaire de Montaury, à Anglet. Il hébergera également les enseignants-chercheurs des laboratoires SIAME et LFC-R ainsi que ses chaires associées (voir par ailleurs). En attendant, ce chantier-école offre une mise en situation idéale pour les futurs ingénieurs de l’école !

« Des capacités de croissance importantes » 

« L’ISALAB va clairement répondre aux ambitions et aux besoins de l’ISA BTP, se félicite le directeur de l’établissement Christian La Borderie. Notre école, encore jeune - elle a été créée en 1996 -, affiche des capacités de croissance importantes. Depuis quelques années, sa notoriété dépasse largement les frontières de la Nouvelle-Aquitaine. Ce nouveau bâtiment, au-delà de son intérêt pédagogique, doit permettre à nos ingénieurs « citoyens », qui sont notamment impliqués dans des chantiers humanitaires, de trouver la place à laquelle ils aspirent dans la société civile. »

Il faut par exemple souligner que, dans son rapport rendu cette année, la commission des titres d’ingénieur, organisme indépendant chargé par la loi française d’évaluer toutes les formations d’ingénieur, a vanté les mérites de l’ISA BTP. « Une belle école, de taille modeste, fer de lance de l’université dont elle est composante, qui s’est positionnée, auprès des entreprises du BTP notamment, comme leader incontournable dans sa Région, bien implantée et reconnue de ses pairs », note-t-elle.

L’ISALAB s’inscrit dans le projet Cœur de Campus, piloté par la Communauté Pays Basque et co-construit avec l’Université de Pau et des Pays de l’Adour (UPPA), grâce à une convention de partenariat signée dans le cadre du contrat de plan Etat-Région 2015-2020. Il illustre la volonté de la Communauté d’Agglomération de développer l’enseignement supérieur et la recherche sur son territoire.

 Le campus aura son Agora

Ce vaste projet, dont le coût s’élève à 20 millions d’euros - la Communauté Pays Basque participe à hauteur de 5,25 millions d’euros (1) -, a déjà vu la livraison de la maison des étudiants fin 2020. Elle permet aux étudiants du campus de bénéficier d’un parking à étages, de surfaces dédiées à la restauration et aux activités culturelles et sportives. En tant que maître d’ouvrage, la Communauté d’Agglomération gère et finance une partie de la construction de l’ISALAB. Sa livraison en 2022 devrait être couplée avec celle de l’Agora, à la fois large place et lieu privilégié de rencontres entre les acteurs du campus universitaire, du site technopolitain Arkinova, du centre de recherche Nobatek/Inef4, de la Fédération Compagnonnique des métiers du bâtiment et du lycée Cantau. Bien plus qu’une synergie, l’avènement d’un écosystème autour de la construction et de l’aménagement durables !

Ce bâtiment d’une surface de 5 000 m2 dessiné par l’architecte Patrick Arotcharen répond à un double objectif de confort optimal pour ses occupants et d’exemplarité énergétique. « Il y a eu un important travail de recherche effectué en phase d’étude pour trouver des solutions efficaces et peu complexes en matière de confort thermique, de chauffage et de climatisation, explique Hélène Carré, maître de conférence à l’ISA BTP et vice-présidente de l’UPPA en charge du patrimoine. Via des puits géothermiques, le bâtiment sera équipé de pompes à chaleur. La température du sol servira à chauffer en hiver et à rafraîchir en été. Autres atouts, dans la conception même du bâtiment : un système de ventilation nocturne et une orientation des protections solaires. Une station photovoltaïque sera en outre installée sur la toiture terrasse. »

Augmentation programmée des effectifs

La livraison d’ISALAB va permettre d’augmenter sensiblement le nombre des élèves de l’ISA BTP. L’école, qui forme aujourd’hui une soixantaine d’ingénieurs chaque année, a pour objectif d’en diplômer environ 80 d’ici trois à quatre ans et une centaine à l’horizon 2030.

« Notre qualité d’entrée est très bonne puisque nous sommes reconnus comme une des écoles recrutant au plus haut niveau sur Parcoursup, affirme son directeur. Nous affichons aussi un très bon positionnement à la sortie. En moyenne, dans les écoles d’ingénieurs, un sur deux signe un contrat avant d’être diplômé. Nous sommes à près de 80% ! Nous pouvons donc augmenter nos effectifs sans mettre à mal la qualité de la formation. »

Les ambitions de la Communauté Pays Basque pour le campus universitaire de Montaury ne s’arrêteront pas là.

Les activités de recherche de l’ISA BTP

 Outre ses 250 étudiants formés en cinq ans, l’ISA BTP accueille aussi des équipes d’enseignants-chercheurs qui développent les activités de recherche au sein des deux laboratoires SIAME (Sciences pour l’ingénieur appliquées à la mécanique et à l’électricité), spécialisé dans le génie civil et le génie côtier, et LFC-R (Laboratoire des fluides complexes et de leurs réservoirs), orienté vers le génie électrique et la mécanique. Elle héberge également trois chaires partenariales sur l’architecture et la physique urbaine, sur la simulation haute performance des vagues et sur la séquestration du CO2.Et une chaire Matter'up (conception et utilisation de matériaux à faible empreinte carbone pour une construction durable).
